The guidelines for a "creative" district development include the learning from the transnational study investigating spatial location factors of creative industry entrepreneurs and identified location incentives that are of high value for other European cities. The guidelines furthermore show how CREATIVE CITIES partner cities have prepared their implementation through the elaboration of development visions and applications for different funding programmes. The guidelines address policy-makers in urban development in European cities.
